Stage one was fired in January for both individual and team events. Members of the SARTS section and other shooters from STARC competed in the Combat Rifle and Combat Pistol events. Upon completion of firing, the scores were mailed to the Marksmanship Training Unit (MTU) at Camp Robinson, Arkansas.

Stage two consists of scoring the previous matches fired in January, which in turn determines whom the winners are from around the country. All 54 states and territories compete in this match and send their scores to the MTU. Once all scores have been tabulated, the top 5 teams from around the country are invited to compete for the national championship. The TX STARC section placed in the top 5 in Rifle and Pistol. Texas had to choose between rifle and pistol competition. The team decided to compete in the Combat Rifle Match. Only four teams were present for the CNGB match. Texas competed against Nebraska, Colorado and Alaska.

The team members representing Texas were MAJ. Timothy Kean, MAJ Josef Smith, CW3 Richard Tanner and SGT Thomas Campbell. The Texas team took first place. Texas had an overall score of 1799-51V. Nebraska finished second with a 1365-47V.
