CHIEF, NATIONAL GUARD BUREAU PROGRAM

The National Guard Marksmanship Training Center (NGMTC) conducts six major indoor tournaments annually in the name of the Chief, National Guard Bureau (CNGB). They are:

  • Small Bore Rifle · Small Bore Pistol
  • Combat Rifle · Combat Pistol
  • Air Rifle · Air Pistol

The CNGB Tournaments consist of three Phases of Competition:

Phase I – Individual and State Team Championship. Phase I is a postal tournament in which the competition is held at home station and the scores are faxed to the CNGB Coordinator who then determines the individual champion and the unit team champion in each state. Scores fired in the individual competition are used for the team scores. The State Team Championship competition is a "paper match" where the CNGB Coordinator compares all the team scores in each state and declares a winner.

Phase II - Qualification Round. Phase II is a postal match where each winning state team competes for an opportunity to attend Phase III, a shoulder to shoulder Championship at Camp Joseph T. Robinson in May.

Phase III -The National Championship. Non-Distinguished Competitors participating in Phase III will have an opportunity to fire the Excellence-In-Competition Match for combat rifle and pistol.

MATCH CONDUCT

The NGMTC conducts the State Championship and the Qualification Round for the CNGB Tournaments according to this Official Match Program (OMP) and appropriate NRA Rules. The NGMTC publishes an additional OMP for the National Championship. NRA rulebooks are available for $2.00 from the NRA. Sales Department, 11250 Waples Mill Road, Fairfax, Virginia 22030.

COMPETITOR ELIGIBILITY

The CNGB Tournaments are open to members of the Army and Air National Guard.

For the Army National Guard (ARNG), a competing "unit" should be a federally recognized Battalion or similar sized Organization.

For the Air National Guard (ANG), a competing "unit" should be a Group or similar sized organization.

NOTE! Team Captains electing to fire a team from an element smaller than "Battalion or Group", i.e., a company, platoon, or flight, may not draw competitors from the "Battalion or Group" at higher levels of competition, i.e., the CNGB National Championships. It is important to consider this when naming your team.

INDIVIDUAL COMPETITION

There is no limit to the number of disciplines a competitor may enter and no limit to the number of individual competitors participating from the same unit. Each competitor shoots only one score for record during the Individual/State championship phase for each discipline. During the Phase III National Championships, an individual may compete in only one (1) discipline.

TEAM COMPOSITION

A unit team consists of four (4) permanently assigned competitors (not attached) from the same unit. At least two (2) of the four (4) team members must be new shooters.

Old Shooter/New Shooter Rule

Old Shooters are defined as follows:

Any previous CNGB National Championship (Phase III) competitor in their particular discipline (SBR, SBP, AR, etc.) regardless of course of fire.

Past or present members of an All Guard Team, regardless of discipline are old for all disciplines after firing in one match with any All Guard Team.

Participants at levels of competition higher than Winston P. Wilson Championship in their particular discipline, for example, firing combat pistol in USACAM makes you old for CNGB combat pistol.

Participation in the Machinegun and Sniper matches in any event does not classify you as an old shooter in CNGB. All other competitors are considered new shooters.

A unit may enter only one-four man team in each discipline ie. Smallbore rifle, air rifle. The unit is not limited to the number of individuals participating in Phase I.

The State Championship "team" competition is a "paper Match." The top four scores fired in the individual competition are combined to determine the team score. Remember your team must include at least two new shooters. Team members should be selected after firing their individual targets.

Only competitors who have fired in Phase I may compete in the Qualification Round or at the National Championship.

OFFICIAL TARGETS

SMCs and UMCs are responsible for providing targets for the competitors. The SMC or designated individual/s will provide targets, conduct the State competition, and score the targets.

Recommend you contact The National Target Co. at 1-800-827-7060 and Speedwell at 1-800-243-8274 to order targets. You must purchase your own targets for these tournaments.

REPORTING PHASE I & II RESULTS

SMCs and UMCs are responsible for scoring all targets and submitting entry forms to the NGMTC CNGB coordinator at fax 501-212-4509 by the cut-off date. Care must be taken to ensure the integrity of the competition and the documentation of the results.

Use the entry forms Annex A and B provided in this match program. Completely fill out entry forms to ensure proper notification of results.

RESULTS BULLETINS

The NGMTC will publish a tournament results bulletin at the completion of the matches.

RECOGNITION & AWARDS

Phase I Individual medals will be given for first three places. Phase I State Championship teams will receive a trophy plaque and four (4) first place medals. Awards are not given in the Qualification Round. The top three (3) individual shooters and all the team members will receive Plaques and/or medals during the National Championship.

INTEGRITY

The integrity of this competition rests with each individual competitor. Individuals who fire the competition under questionable conditions and/or who cheat, prevent a deserving soldier or airman from receiving the recognition they deserve.

The CNGB Coordinator and SMC’s are responsible for investigating suspected cheating. Any individual or team discovered violating tournament rules will automatically be disqualified.
